Chicago, Illinois


If there is anyone out there who still doubts that America is a place where all things are possible; who still wonders if the dream of our founders is alive in our time; who still questions the power of our democracy, tonight is your answer.


It's the answer told by lines that stretched around schools and churches in numbers this nation has never seen; by people who waited three hours and four hours, many for the very first time in their lives, because they believed that this time must be different; that their voice could be that difference.


It's the answer spoken by young and old, rich and poor, Democrat and Republican, black, white, Latino, Asian, Native American, gay, straight, disabled and not disabled - Americans who sent a message to the world that we have never been a collection of Red States and Blue States: we are, and always will be, the United States of America.


It's the answer that led those who have been told for so long by so many to be cynical, and fearful, and doubtful of what we can achieve to put their hands on the arc of history and bend it once more toward the hope of a better day.


It's been a long time coming, but tonight, because of what we did on this day, in this election, at this defining moment, change has come to America.


I just received a very gracious call from Senator McCain. He fought long and hard in this campaign, and he's fought even longer and harder for the country he loves. He has endured sacrifices for America that most of us cannot begin to imagine, and we are better off for the service rendered by this brave and selfless leader. I congratulate him and Governor Palin for all they have achieved, and I look forward to working with them to renew this nation's promise in the months ahead.


I want to thank my partner in this journey, a man who campaigned from his heart and spoke for the men and women he grew up with on the streets of Scranton and rode with on that train home to Delaware, the Vice President-elect of the United States, Joe Biden.


I would not be standing here tonight without the unyielding support of my best friend for the last sixteen years, the rock of our family and the love of my life, our nation's next First Lady, Michelle Obama. Sasha and Malia, I love you both so much, and you have earned the new puppy that's coming with us to the White House. And while she's no longer with us, I know my grandmother is watching, along with the family that made me who I am. I miss them tonight, and know that my debt to them is beyond measure.


To my campaign manager David Plouffe, my chief strategist David Axelrod, and the best campaign team ever assembled in the history of politics - you made this happen, and I am forever grateful for what you've sacrificed to get it done.


But above all, I will never forget who this victory truly belongs to - it belongs to you.


I was never the likeliest candidate for this office. We didn't start with much money or many endorsements. Our campaign was not hatched in the halls of Washington - it began in the backyards of Des Moines and the living rooms of Concord and the front porches of Charleston.


It was built by working men and women who dug into what little savings they had to give five dollars and ten dollars and twenty dollars to this cause. It grew strength from the young people who rejected the myth of their generation's apathy; who left their homes and their families for jobs that offered little pay and less sleep; from the not-so-young people who braved the bitter cold and scorching heat to knock on the doors of perfect strangers; from the millions of Americans who volunteered, and organized, and proved that more than two centuries later, a government of the people, by the people and for the people has not perished from this Earth. This is your victory.


I know you didn't do this just to win an election and I know you didn't do it for me. You did it because you understand the enormity of the task that lies ahead. For even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime - two wars, a planet in peril, the worst financial crisis in a century. Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us. There are mothers and fathers who will lie awake after their children fall asleep and wonder how they'll make the mortgage, or pay their doctor's bills, or save enough for college. There is new energy to harness and new jobs to be created; new schools to build and threats to meet and alliances to repair. The road ahead will be long. Our climb will be steep. We may not get there in one year or even one term, but America - I have never been more hopeful than I am tonight that we will get there. I promise you - we as a people will get there.


There will be setbacks and false starts. There are many who won't agree with every decision or policy I make as President, and we know that government can't solve every problem. But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And above all, I will ask you join in the work of remaking this nation the only way it's been done in America for two-hundred and twenty-one years - block by block, brick by brick, calloused hand by calloused hand.


What began twenty-one months ago in the depths of winter must not end on this autumn night. This victory alone is not the change we seek - it is only the chance for us to make that change. And that cannot happen if we go back to the way things were. It cannot happen without you. So let us summon a new spirit of patriotism; of service and responsibility where each of us resolves to pitch in and work harder and look after not only ourselves, but each other.


Let us remember that if this financial crisis taught us anything, it's that we cannot have a thriving Wall Street while Main Street suffers - in this country, we rise or fall as one nation; as one people. Let us resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long. Let us remember that it was a man from this state who first carried the banner of the Republican Party to the White House - a party founded on the values of self-reliance, individual liberty, and national unity. Those are values we all share, and while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress. As Lincoln said to a nation far more divided than ours, "We are not enemies, but friends...though passion may have strained it must not break our bonds of affection." And to those Americans whose support I have yet to earn - I may not have won your vote, but I hear your voices, I need your help, and I will be your President too.


And to all those watching tonight from beyond our shores, from parliaments and palaces to those who are huddled around radios in the forgotten corners of our world - our stories are singular, but our destiny is shared, and a new dawn of American leadership is at hand. To those who would tear this world down - we will defeat you. To those who seek peace and security - we support you. And to all those who have wondered if America's beacon still burns as bright - tonight we proved once more that the true strength of our nation comes not from our the might of our arms or the scale of our wealth, but from the enduring power of our ideals: democracy, liberty, opportunity, and unyielding hope.


For that is the true genius of America - that America can change. Our union can be perfected. And what we have already achieved gives us hope for what we can and must achieve tomorrow.


This election had many firsts and many stories that will be told for generations. But one that's on my mind tonight is about a woman who cast her ballot in Atlanta.


She's a lot like the millions of others who stood in line to make their voice heard in this election except for one thing - Ann Nixon Cooper is 106 years old.


She was born just a generation past slavery; a time when there were no cars on the road or planes in the sky; when someone like her couldn't vote for two reasons - because she was a woman and because of the color of her skin.


And tonight, I think about all that she's seen throughout her century in America - the heartache and the hope; the struggle and the progress; the times we were told that we can't, and the people who pressed on with that American creed: Yes we can.


At a time when women's voices were silenced and their hopes dismissed, she lived to see them stand up and speak out and reach for the ballot. Yes we can.


When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs and a new sense of common purpose. Yes we can.


When the bombs fell on our harbor and tyranny threatened the world, she was there to witness a generation rise to greatness and a democracy was saved. Yes we can.


She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that "We Shall Overcome." Yes we can.


A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination. And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change. Yes we can.


America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves - if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see? What progress will we have made?


This is our chance to answer that call. This is our moment. This is our time - to put our people back to work and open doors of opportunity for our kids; to restore prosperity and promote the cause of peace; to reclaim the American Dream and reaffirm that fundamental truth - that out of many, we are one; that while we breathe, we hope, and where we are met with cynicism, and doubt, and those who tell us that we can't, we will respond with that timeless creed that sums up the spirit of a people:


Yes We Can. Thank you, God bless you, and may God Bless the United States of America.

Obama triumphs, will be first black US president

Barack Obama swept to victory as the nation's first black president Tuesday night in an electoral college landslide that overcame racial barriers as old as America itself. "Change has come," he told a huge throng of cheering supporters.

The son of a black father from Kenya and a white mother from Kansas, the Democratic senator from Illinois sealed his historic triumph by defeating Republican Sen. John McCain in a string of wins in hard-fought battleground states — Ohio, Florida, Virginia, Iowa and more.

On a night for Democrats to savor, they padded their majorities in the House and Senate, and come January will control both the White House and Congress for the first time since 1994.

In his first speech as president-elect, Obama catalogued the challenges ahead. "The greatest of a lifetime," he said, two wars, a planet in peril, the worst financial crisis in a century."

US Sends $800 Billion In New Amero Currency To China


I have been drudging and digging through the internet about the Amero and I do not know if this is going to happen or not. But this is very scary if it happens. Educate your selves and start digging through the internet.

Here is the latest news I have found.

A chilling report circulating in the Kremlin today states that the US Secretary of the Treasury has informed the China Development Bank that the US has shipped $800 Billion of a new currency called the Amero, which is to be based upon the merging of the economies of The United States, Mexico and Canada into what is termed as The North American Union.


The current American debt obligation to China, currently based on the US Dollar, is now estimated to be the staggering sum of $2.5 Trillion, and which this new Amero will be exchanged for $400 Billion of this debt as the current American currency is set to be devalued by 50 percent before the end of the year.


Virtually unknown to the American people is that their current leader of the US Department of Treasury, Henry M. Paulson, Jr., has been tasked by President Bush to lead the efforts to join the economies of the US, Canada and Mexico and is also the head of the North American Development Bank, the bi-national financial institution established by the United States and Mexico to further the merging of their economies, and the leader of the Border Environment Cooperation Commission (BECC), the organization created by the governments of the United States and Mexico to further the implementation of the North American Free Trade Agreement (NAFTA).


This is important to note as the final provisions of the NAFTA Agreement were implemented on January 1, 2008, leaving only the final merging of the economies of the US, Mexico and Canada into a North American Union to be accomplished, of which we can read:





It is also interesting to note that American economists have been warning about the replacing of the US Dollar with the Amero, due to pressure from China, for nearly two years, and as we can read in this December, 2006 report titled Analysts: Dollar collapse would result in 'amero', and which says:







The prophetic warnings of these American economists are, indeed, coming to pass as during the month of September alone, 10 years worth of gains on US stock markets have been wiped out in their entirety and bank runs are now occurring in the United States for the first time since the days of the Great Depression leading to the failure of 13 banks, some of their largest, and the imminent failure of 117 more forecasted by the US government.


US Treasury Secretary Paulson, however, continues leading the charge attempting to force upon the American people the ‘final peg’ to their own demise by completely bankrupting the United States leaving no other choice but to completely discard the almost totally worthless US Dollar and its replacement with the Amero.


It goes without saying that the American people will greatly resist the replacement of their Dollar, but this cannot be said when tens of millions of them are without jobs and their life savings have become worthless leaving them with no other choice but accept what their own leaders have planned for them all along.


To this growing crisis currently battering the US, and its destruction of the entire Western Economy, Russian Military Analysts state in their reports that the establishment of a North American Union is by no means a foregone conclusion as aligned against it are the combined, and powerful, forces of the United States Military establishment and the State of Israel, both of whom see their demise should this planned merger occur.


This is important to note because both the US Military and Israel are proponents of what is termed as ‘Disaster Capitalism’ which advocates the seemingly contradictory view that ‘shocks’ and ‘crashes’ to populations and economies are quickly followed by long periods of sustained growth and stability.


The phenomena of Disaster Capitalism was first observed during the 2007 World Economic Forum in Davos, Switzerland, where this ‘puzzling trend’ was discussed and debated at great length, but which none of the participates could dispute after the full reports of the effects of September 11, 2001, in the United States, and other such catastrophic disasters, were fully analyzed.


To the growing Western adherence to the new ideology of Disaster Capitalism, and its dangers, we are further warned by the eminent writer Naomi Klein in her seminal work “The Shock Doctrine: The Rise Of Disaster Capitalism”, and where she states:

The Greek government has issued a blanket guarantee of all bank deposits after panic withdrawals by customers in Athens and Thessaloniki, creating an unstoppable stampede across Europe for an EU-wide bail of the financial system.

Greek officials said the state would cover "all bank deposits, whatever the amount." The move follows the dramatic decision by Ireland this week to guarantee the deposits and debts of its six biggest lenders in the most sweeping bank bail-out since the credit crisis began.

"The whole of Europe will have to do same thing, otherwise Europe will have a split banking system," said Hans Redeker, currency chief at BNP Paribas. British banks are already facing a haemorrhage of deposits to Irish banks that now enjoy the AAA sovereign rating of the Irish state.

Greece has so far escaped attention as the financial storm breaks over Europe, but the economy is deeply unbalanced. A torrid credit boom has been allowed to run unchecked, leading to a current account deficit of 15pc of GDP -- the highest in the eurozone.

While property losses are modest so far, the Greek banks have run into trouble rolling over short-term debts after the near total closure of Europe's capital markets. The liabilities of the Greek banks are roughly €320bn euros.

As rumours flew in another day of fast-moving drama in Europe, the credit system continued to flash warning signs of extreme stress. Three-month Euribor - the benchmark rate used for floating mortgages and financial contracts -- rose to a post-EMU record of 5.33pc.

Governments across Eastern Europe were forced to issue statements on Thursday assuring depositors that their banks were safe. Traders said Ukraine is on the brink of a currency crisis.

The Greek move puts fresh pressure on Germany to back the mounting calls for an EU lifeboat fund to shore up Europe's struggling banks, even though such a plans are anathema to Berlin. Chancellor Angela Merkel warned that there would be no "blank cheques" for those who get into trouble.

Berlin fears that any such fund is a Trojan Horse that could ultimately leave German taxpayers footing the bill for a massive bail-out of the southern Europe as the region's booms turn to bust. Key ministers are now frantically trying to stop the idea gaining a serious head of steam.

Finance minister Peer Steinbrueck said German citizens should not have to step in "to stabilize situations for which other countries are responsible. To put it mildly, Germany is highly cautious about such grand designs for Europe. Other countries are free to think about it. I just don't see any German interest in it," he told the Wall Street Journal.

The comments are the clearest indication to date that Berlin will resist moves to create a pan-European treasury to back up the single currency, whatever the risk for the stability of monetary union.

Confusion reigned across Europe as different capitals gave briefings and counter-briefings on the lifeboat plans. French finance minister Christine Lagarde backed away from earlier ideas for a €300bn rescue fund to help weaker countries cope with financial panics. "There is no such thing", she said .

Separately, The Netherlands has mooted a plan for each EU country to pay 3pc of GDP into a reserve fund.

A raft of ideas are to be discussed at an emergency summit of the French, British, German, and Italian leaders in Paris on Saturday, though it looks increasingly unlikely that anything of substance will be agreed.

The squabbling has exposed the deep flaws in the EU's crisis machinery. While the single currency spans fifteen states, each government controls its own fiscal policy and nationalist reflexes die hard.

Neelie Kroes, the EU competition commissioner, said that Ireland's decision to act unilaterally -- disregarding EU state aid rules -- risked a descent into the beggar-thy-neighbour mayhem of the Great Depression.

"When Europe was confronted with a banking crisis in the 1930s, governments decided to go national and close their borders. Protectionism was not the solution at the time, as we very well know. Let us not make the same mistake twice," she said. Brussels has already been overtaken by events.

David Owen, Europe economist at Dresdner Kleinwor, said Ireland had no choice, given the lighting pace of events on Monday. "Their banks were going down. No government can let that happen. They did exactly the right thing to ring fence this."

Angel Gurria, the head of the OECD club of rich nations, said Europe may not have the luxury of trying "piecemeal" responses as the financial storm turns violent. "Considering the exposure of European financial institutions, we might have to start thinking of a systemic plan for Europe if things don't improve on the other side of the Atlantic," he said.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE/HSPD-20
Subject: National Continuity Policy
Purpose
(1) This directive establishes a comprehensive national policy on the continuity of Federal Government structures and operations and a single National Continuity Coordinator responsible for coordinating the development and implementation of Federal continuity policies. This policy establishes “National Essential Functions,” prescribes continuity requirements for all executive departments and agencies, and provides guidance for State, local, territorial, and tribal governments, and private sector organizations in order to ensure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid and effective response to and recovery from a national emergency.
Definitions
(2) In this directive:
(a) “Category” refers to the categories of executive departments and agencies listed in Annex A to this directive;
(b) “Catastrophic Emergency” means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;
(c) “Continuity of Government,” or “COG,” means a coordinated effort within the Federal Government’s executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency;
(d) “Continuity of Operations,” or “COOP,” means an effort within individual executive departments and agencies to ensure that Primary Mission-Essential Functions continue to be performed during a wide range of emergencies, including localized acts of nature, accidents, and technological or attack-related emergencies;
(e) “Enduring Constitutional Government,” or “ECG,” means a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President, as a matter of comity with respect to the legislative and judicial branches and with proper respect for the constitutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is governed and the capability of all three branches of government to execute constitutional responsibilities and provide for orderly succession, appropriate transition of leadership, and interoperability and support of the National Essential Functions during a catastrophic emergency;
(f) “Executive Departments and Agencies” means the executive departments enumerated in 5 U.S.C. 101, independent establishments as defined by 5 U.S.C. 104(1), Government corporations as defined by 5 U.S.C. 103(1), and the United States Postal Service;
(g) “Government Functions” means the collective functions of the heads of executive departments and agencies as defined by statute, regulation, presidential direction, or other legal authority, and the functions of the legislative and judicial branches;
(h) “National Essential Functions,” or “NEFs,” means that subset of Government Functions that are necessary to lead and sustain the Nation during a catastrophic emergency and that, therefore, must be supported through COOP and COG capabilities; and
(i) “Primary Mission Essential Functions,” or “PMEFs,” means those Government Functions that must be performed in order to support or implement the performance of NEFs before, during, and in the aftermath of an emergency.
Policy
(3) It is the policy of the United States to maintain a comprehensive and effective continuity capability composed of Continuity of Operations and Continuity of Government programs in order to ensure the preservation of our form of government under the Constitution and the continuing performance of National Essential Functions under all conditions.
Implementation Actions
(4) Continuity requirements shall be incorporated into daily operations of all executive departments and agencies. As a result of the asymmetric threat environment, adequate warning of potential emergencies that could pose a significant risk to the homeland might not be available, and therefore all continuity planning shall be based on the assumption that no such warning will be received. Emphasis will be placed upon geographic dispersion of leadership, staff, and infrastructure in order to increase survivability and maintain uninterrupted Government Functions. Risk management principles shall be applied to ensure that appropriate operational readiness decisions are based on the probability of an attack or other incident and its consequences.
(5) The following NEFs are the foundation for all continuity programs and capabilities and represent the overarching responsibilities of the Federal Government to lead and sustain the Nation during a crisis, and therefore sustaining the following NEFs shall be the primary focus of the Federal Government leadership during and in the aftermath of an emergency that adversely affects the performance of Government Functions:
(a) Ensuring the continued functioning of our form of government under the Constitution, including the functioning of the three separate branches of government;
(b) Providing leadership visible to the Nation and the world and maintaining the trust and confidence of the American people;
(c) Defending the Constitution of the United States against all enemies, foreign and domestic, and preventing or interdicting attacks against the United States or its people, property, or interests;
(d) Maintaining and fostering effective relationships with foreign nations;
(e) Protecting against threats to the homeland and bringing to justice perpetrators of crimes or attacks against the United States or its people, property, or interests;
(f) Providing rapid and effective response to and recovery from the domestic consequences of an attack or other incident;
(g) Protecting and stabilizing the Nation’s economy and ensuring public confidence in its financial systems; and
(h) Providing for critical Federal Government services that address the national health, safety, and welfare needs of the United States.
(6) The President shall lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counter-terrorism (APHS/CT) is hereby designated as the National Continuity Coordinator. The National Continuity Coordinator, in coordination with the Assistant to the President for National Security Affairs (APNSA), without exercising directive authority, shall coordinate the development and implementation of continuity policy for executive departments and agencies. The Continuity Policy Coordination Committee (CPCC), chaired by a Senior Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination.
(7) For continuity purposes, each executive department and agency is assigned to a category in accordance with the nature and characteristics of its national security roles and responsibilities in support of the Federal Government’s ability to sustain the NEFs. The Secretary of Homeland Security shall serve as the President’s lead agent for coordinating overall continuity operations and activities of executive departments and agencies, and in such role shall perform the responsibilities set forth for the Secretary in sections 10 and 16 of this directive.
(8) The National Continuity Coordinator, in consultation with the heads of appropriate executive departments and agencies, will lead the development of a National Continuity Implementation Plan (Plan), which shall include prioritized goals and objectives, a concept of operations, performance metrics by which to measure continuity readiness, procedures for continuity and incident management activities, and clear direction to executive department and agency continuity coordinators, as well as guidance to promote interoperability of Federal Government continuity programs and procedures with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate. The Plan shall be submitted to the President for approval not later than 90 days after the date of this directive.
(9) Recognizing that each branch of the Federal Government is responsible for its own continuity programs, an official designated by the Chief of Staff to the President shall ensure that the executive branch’s COOP and COG policies in support of ECG efforts are appropriately coordinated with those of the legislative and judicial branches in order to ensure interoperability and allocate national assets efficiently to maintain a functioning Federal Government.
(10) Federal Government COOP, COG, and ECG plans and operations shall be appropriately integrated with the emergency plans and capabilities of State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to promote interoperability and to prevent redundancies and conflicting lines of authority. The Secretary of Homeland Security shall coordinate the integration of Federal continuity plans and operations with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to provide for the delivery of essential services during an emergency.
(11) Continuity requirements for the Executive Office of the President (EOP) and executive departments and agencies shall include the following:
(a) The continuation of the performance of PMEFs during any emergency must be for a period up to 30 days or until normal operations can be resumed, and the capability to be fully operational at alternate sites as soon as possible after the occurrence of an emergency, but not later than 12 hours after COOP activation;
(b) Succession orders and pre-planned devolution of authorities that ensure the emergency delegation of authority must be planned and documented in advance in accordance with applicable law;
(c) Vital resources, facilities, and records must be safeguarded, and official access to them must be provided;
(d) Provision must be made for the acquisition of the resources necessary for continuity operations on an emergency basis;
(e) Provision must be made for the availability and redundancy of critical communications capabilities at alternate sites in order to support connectivity between and among key government leadership, internal elements, other executive departments and agencies, critical partners, and the public;

(f) Provision must be made for reconstitution capabilities that allow for recovery from a catastrophic emergency and resumption of normal operations; and
(g) Provision must be made for the identification, training, and preparedness of personnel capable of relocating to alternate facilities to support the continuation of the performance of PMEFs.
(12) In order to provide a coordinated response to escalating threat levels or actual emergencies, the Continuity of Government Readiness Conditions (COGCON) system establishes executive branch continuity program readiness levels, focusing on possible threats to the National Capital Region. The President will determine and issue the COGCON Level. Executive departments and agencies shall comply with the requirements and assigned responsibilities under the COGCON program. During COOP activation, executive departments and agencies shall report their readiness status to the Secretary of Homeland Security or the Secretary’s designee.
(13) The Director of the Office of Management and Budget shall:
(a) Conduct an annual assessment of executive department and agency continuity funding requests and performance data that are submitted by executive departments and agencies as part of the annual budget request process, in order to monitor progress in the implementation of the Plan and the execution of continuity budgets;
(b) In coordination with the National Continuity Coordinator, issue annual continuity planning guidance for the development of continuity budget requests; and
(c) Ensure that heads of executive departments and agencies prioritize budget resources for continuity capabilities, consistent with this directive.
(14) The Director of the Office of Science and Technology Policy shall:
(a) Define and issue minimum requirements for continuity communications for executive departments and agencies, in consultation with the APHS/CT, the APNSA, the Director of the Office of Management and Budget, and the Chief of Staff to the President;
(b) Establish requirements for, and monitor the development, implementation, and maintenance of, a comprehensive communications architecture to integrate continuity components, in consultation with the APHS/CT, the APNSA, the Director of the Office of Management and Budget, and the Chief of Staff to the President; and
(c) Review quarterly and annual assessments of continuity communications capabilities, as prepared pursuant to section 16(d) of this directive or otherwise, and report the results and recommended remedial actions to the National Continuity Coordinator.
(15) An official designated by the Chief of Staff to the President shall:
(a) Advise the President, the Chief of Staff to the President, the APHS/CT, and the APNSA on COGCON operational execution options; and
(b) Consult with the Secretary of Homeland Security in order to ensure synchronization and integration of continuity activities among the four categories of executive departments and agencies.
(16) The Secretary of Homeland Security shall:
(a) Coordinate the implementation, execution, and assessment of continuity operations and activities;
(b) Develop and promulgate Federal Continuity Directives in order to establish continuity planning requirements for executive departments and agencies;
(c) Conduct biennial assessments of individual department and agency continuity capabilities as prescribed by the Plan and report the results to the President through the APHS/CT;
(d) Conduct quarterly and annual assessments of continuity communications capabilities in consultation with an official designated by the Chief of Staff to the President;
(e) Develop, lead, and conduct a Federal continuity training and exercise program, which shall be incorporated into the National Exercise Program developed pursuant to Homeland Security Presidential Directive-8 of December 17, 2003 (”National Preparedness”), in consultation with an official designated by the Chief of Staff to the President;
(f) Develop and promulgate continuity planning guidance to State, local, territorial, and tribal governments, and private sector critical infrastructure owners and operators;
(g) Make available continuity planning and exercise funding, in the form of grants as provided by law, to State, local, territorial, and tribal governments, and private sector critical infrastructure owners and operators; and
(h) As Executive Agent of the National Communications System, develop, implement, and maintain a comprehensive continuity communications architecture.
(17) The Director of National Intelligence, in coordination with the Attorney General and the Secretary of Homeland Security, shall produce a biennial assessment of the foreign and domestic threats to the Nation’s continuity of government.
(18) The Secretary of Defense, in coordination with the Secretary of Homeland Security, shall provide secure, integrated, Continuity of Government communications to the President, the Vice President, and, at a minimum, Category I executive departments and agencies.
(19) Heads of executive departments and agencies shall execute their respective department or agency COOP plans in response to a localized emergency and shall:
(a) Appoint a senior accountable official, at the Assistant Secretary level, as the Continuity Coordinator for the department or agency;
(b) Identify and submit to the National Continuity Coordinator the list of PMEFs for the department or agency and develop continuity plans in support of the NEFs and the continuation of essential functions under all conditions;
(c) Plan, program, and budget for continuity capabilities consistent with this directive;
(d) Plan, conduct, and support annual tests and training, in consultation with the Secretary of Homeland Security, in order to evaluate program readiness and ensure adequacy and viability of continuity plans and communications systems; and
(e) Support other continuity requirements, as assigned by category, in accordance with the nature and characteristics of its national security roles and responsibilities
General Provisions
(20) This directive shall be implemented in a manner that is consistent with, and facilitates effective implementation of, provisions of the Constitution concerning succession to the Presidency or the exercise of its powers, and the Presidential Succession Act of 1947 (3 U.S.C. 19), with consultation of the Vice President and, as appropriate, others involved. Heads of executive departments and agencies shall ensure that appropriate support is available to the Vice President and others involved as necessary to be prepared at all times to implement those provisions.
(21) This directive:
(a) Shall be implemented consistent with applicable law and the authorities of agencies, or heads of agencies, vested by law, and subject to the availability of appropriations;
(b) Shall not be construed to impair or otherwise affect (i) the functions of the Director of the Office of Management and Budget relating to budget, administrative, and legislative proposals, or (ii) the authority of the Secretary of Defense over the Department of Defense, including the chain of command for military forces from the President, to the Secretary of Defense, to the commander of military forces, or military command and control procedures; and
(c) Is not intended to, and does not, create any rights or benefits, substantive or procedural, enforceable at law or in equity by a party against the United States, its agencies, instrumentalities, or entities, its officers, employees, or agents, or any other person.
(22) Revocation. Presidential Decision Directive 67 of October 21, 1998 (”Enduring Constitutional Government and Continuity of Government Operations”), including all Annexes thereto, is hereby revoked.
(23) Annex A and the classified Continuity Annexes, attached hereto, are hereby incorporated into and made a part of this directive.
(24) Security. This directive and the information contained herein shall be protected from unauthorized disclosure, provided that, except for Annex A, the Annexes attached to this directive are classified and shall be accorded appropriate handling, consistent with applicable Executive Orders.

McCain and his Bull

U.S. Mint suspends Buffalo gold coins after depletion




NEW YORK - The U.S Mint said Thursday it was temporarily suspending sales of American Buffalo 24-karat gold one-ounce bullion coins because strong demand depleted its inventory.


"Demand has exceeded supply for American Buffalo 24-karat gold one-ounce bullion coins, and our inventories have been depleted. We are, therefore, temporarily suspending sales of these coins," the Mint said in a memorandum to authorized American Buffalo dealers.


The Mint also told dealers that it would work to build up its inventory to resume sales shortly.

In mid-August, a shortage of American Eagle one-ounce gold coins due to "unprecedented" demand had also forced the U.S. Mint to temporarily suspend sales of the popular coins.


The Mint said Thursday it would continue to supply the American Eagle 22-karat gold one-ounce and American Eagle silver bullion coins on an allocation basis to coin dealers.


In addition, the half-ounce, quarter-ounce, and 1-10th ounce American Eagle gold coins and American Eagle platinum were also available, the Mint said.


Coin dealers from the United States to Canada have recently reported a surge in buying of bullion coins and other gold products as troubles in the financial markets prompted people to seek a safe haven in precious metals.


On Thursday, the U.S. gold contract for December delivery ended down $13 or 1.5 percent at $882 an ounce on the COMEX division of the NYMEX, while spot gold traded at $873 an ounce.

Bullion hit an all-time high of $1,030.80 an ounce on March 17.

Greenspan: Tough decisions await in Lehman case




WASHINGTON - Without offering a recommendation, former Federal Reserve Chairman Alan Greenspan said Sunday the government faces tough choices as it tries to help arrange a rescue of Lehman Brothers without using public money.

He cautioned that more major U.S. financial institutions may fail in the future, but the government should not protect them all.


The weight of the housing and credit crises, he added, "is in the process of outstripping anything I've seen" and has yet to run its course. "It will continue to be a corrosive force until the price of homes in the United States stabilizes," perhaps next year, he said.


The immediate challenge for the Bush administration is resolving the fate of Lehman Brothers. Global fears intensified over the weekend that Lehman's collapse would stagger markets and undercut confidence in the U.S. financial system. The field of possible buyers has narrowed; how to finance the rescue was the key issue.


Germany's finance minister appealed for a resolution before Asian markets opened Monday, and more discussions involving officials from the Federal Reserve and Treasury Department were expected.


"They're trying to do it in a different manner" than the Bear Stearns model, Greenspan noted. The Fed in March agreed to provide a loan of nearly $29 billion as part of JPMorgan Chase & Co.'s takeover of the firm.


"The reason is obvious from seeing the effect of the bailout of Bear Stearns. When Bear Stearns was bailed out, it drew a line under that level of firm, implying that anything that was larger than that firm was capable of getting federal assistance," Greenspan said in a broadcast interview.


But, he said, "if you generalize that, it is very clear that that is an unsustainable situation in the financial markets." The government cannot set a floor below these firms, Greenspan said.


Asked what would happen if the government cannot find a way to reach a deal on Lehman without public money, Greenspan said, "They have to make a very decision as to whether or not they allow it to liquidate or they support it. And those are very difficult decisions."


He would not make a recommendation about what to do.


"I don't know enough of what is going on. I would have to have very detailed information of what's on the Lehman Brothers balance sheet ... and what the repercussions would be with any particular solution," he said.


The government has acted aggressively in taking over the struggling mortgage companies Fannie Mae and Freddie Mac in addition to the Bear Stearns rescue. The fallout from risky investments is dragging down companies such as American International Group Inc., the world's largest insurer, and Washington Mutual Inc., the nation's biggest savings bank.


"Let's recognize that this is a once-in- a-half-century, probably once-in-a-century type of event" — the worst "by far" in his career, Greenspan said.


"There's no question that this is in the process of outstripping anything I've seen, and it still is not resolved and it still has a way to go. And indeed, it will continue to be a corrosive force until the price of homes in the United States stabilizes. That will induce a series of events around the globe which will stabilize the system," he added.


His best guess for that happening in early in 2009.


With more financial companies under stress, Greenspan said he suspects more institutions will fail.


"But in and of itself that does not need to be a problem. It depends on how it is handled and how the liquidations take place. And indeed we shouldn't try to protect every single institution. The ordinary course of financial change has winners and losers," he said.

Greenspan: No McCain tax cuts without reduction

WASHINGTON - Alan Greenspan says the country can't afford tax cuts of the magnitude proposed by Republican presidential contender John McCain — at least not without a corresponding reduction in government spending.

"Unless we cut spending, no," the former Federal Reserve chairman said Friday when asked about McCain's proposed tax cuts, pegged in some estimates at $3.3 trillion.

"I'm not in favor of financing tax cuts with borrowed money," Greenspan said during an interview with Bloomberg Television. "I always have tied tax cuts to spending."

McCain has said that he would offset his proposed cuts — including reducing the corporate tax rate and eliminating the Alternative Minimum Tax that has plagued middle-class families — by ending congressional pork-barrel spending, unnecessary government programs and overhauling entitlement programs such as Medicare and Social Security.

Democrats pounced on Greenspan's comments, in part because McCain professed last year that he was weaker on economics than foreign affairs and was reading Greenspan's memoir, "The Age of Turbulence," to educate himself.

"Obviously he needs to go back to that book and study it some more," Sen. Claire McCaskill, D-Mo., said during a conference call arranged by the campaign of Democratic nominee Barack Obama.

McCaskill said eliminating congressional earmark spending — estimated at $17 billion annually — cannot offset McCain's proposed tax cuts.

"That's a huge amount of money, but it's not even a drop in the bucket to pay for $3.5 trillion in tax cuts," she said. "So, every time he throws up earmarks and he's asked how he's going to pay for it, he knows he's being disingenuous, he knows he's not being forthcoming."

McCain campaign officials dispute the $3.3 trillion figure, saying it assumes eliminating 2003 tax cuts made by the Bush administration and then cutting from that higher level. They say McCain is proposing tax cuts worth $600 billion from current levels.

"John McCain opposed President Bush's tax cuts in 2003, because they didn't include the necessary spending controls. Sen. McCain's proposed job-growing tax cuts are modest in comparison to his plans to slow the exploding growth of federal expenditures — meaning that contrary to Chairman Greenspan's assertions, this relief isn't proposed on borrowed money," said McCain spokesman Tucker Bounds.

While McCain opposed the 2003 cuts and previous Bush administration tax cuts from 2001, he now says he would leave them intact. Obama has said he would repeal Bush tax cuts benefiting families making over $250,000 annually to pay for programs and provide middle-tax class relief.

Meanwhile, organizers of a conservative summit in Washington said McCain and his running mate, Alaska Gov. Sarah Palin, missed an opportunity by not addressing the gathering. Some 2,100 activists from 44 states, plus another 10,000 people who signed up to watch online, participated in the three-day Values Voter Summit.

On Saturday, McCain was less than 10 miles away, working in at his campaign headquarters in Arlington, Va. Palin was leaving Alaska and traveling to a rally in Reno, Nev. Last year, McCain and seven other GOP presidential candidates spoke at the summit.

"I think there is some disappointment that he's not here. I think there's greater disappointment that Palin is not here," said Tony Perkins, president of the Family Research Council, a key sponsor of the summit. "I think people would have liked to have heard from her."

Activists attending the summit were unanimous in their enthusiasm for Palin, including several who said their support for McCain was lukewarm before he selected her.

Gary Ward, pastor of the Rocky Point Church in Stephenville, Texas, said he supported former Arkansas Gov. Mike Huckabee for the GOP nomination but that his enthusiasm for McCain has been increased by his choice of Palin and his recent statement that he believes life begins at conception.

"That was absolutely the right answer," Ward said.

Elizabeth Kish, an administrative assistant from Gainesville, Fla., said she was put off by McCain's record on immigration and was considering voting for Libertarian Party candidate Bob Barr until Palin's selection.

"Once he chose Palin that was it for me," said Kish, who was wearing a "Pro-Life Pro-Palin" button and another button featuring pictures of Chief Justice John Roberts and Supreme Court Justice Samuel Alito under the slogan, "The Kind of Change I Believe In."

Wow, Obama must be some clairvoyant!

It is so sad that McCain, chastised Obama's "lack of experience". Then he chooses someone who has no foreign policy experience and doesn't even know what the VP does!!!!!!!!!!!

What I have observed, McCain performs scandelous deals and acts improper. He also, has "poor judgment".

The Washington Post reports, “Republican presidential candidate John McCain's running mate, Alaska Gov. Sarah Palin, is an ethics reformer under an ethics investigation that is plowing through private domestic matters. Palin is under investigation to determine whether she pressured and then fired the state police chief in July because he refused to dismiss her former brother-in-law. At the time, the governor's younger sister was involved in a bitter divorce and child custody dispute with the man, a state trooper. A bipartisan committee of the state legislature voted unanimously to hire a retired prosecutor to investigate. His report is due in October.”

Fannie Mae, Freddie Mac shares slide (Oh, I wonder why?)

Did you know that..........top five foreign holders of Freddie and Fannie long-term debt are China, Japan, the Cayman Islands, Luxembourg, and Belgium. In total foreign investors hold over $1.3 trillion in these agency bonds, according to the U.S. Treasury's most recent "Report on Foreign Portfolio Holdings of U.S. Securities."

Bank of China has cut its portfolio of securities issued or guaranteed by troubled US mortgage financiers Fannie Mae and Freddie Mac by a quarter since the end of June. The sale by China’s fourth largest commercial bank, which reduced its holdings of so-called agency debt by $4.6bn, is a sign of nervousness among foreign buyers of Fannie and Freddie’s bonds and guaranteed securities


First we need to fire all the incompetent and corrupt Bush Mafia Administration, Bush appointees, regulators and executives responsible for this mess and fine them into bankruptcy. They have been practicing money laundering with billions of dollars ($$$$$$$) with other countries.

It really pissed me off when McCain said that people who make $5 million a year are ........middle class. WHAT A JOKE!!!!!!!!!

I question whether the U.S. needs mafia like Fannie Maes and Freddie Macs. Why is it necessary for the government to make such an issue of house ownership?

I know that the American obsession with house ownership is ridiculous and the last few crazy years of rising prices along with dishonest, borrowers and total mafia, incompetent, lenders has finally blown up. Yes, blown up in our faces!!!!!

Seems to me that the government wants the low income (the poor) people renting so they can be more mobile and consistently relocate for higher paying jobs. This is so, so, so, sad!


If you don’t want to be disappointed by housing performance in the near future, disregard forecasts that the bottom is just around the corner. Wake up! The bottom is NOT around the corner or coming soon. And when it does arrive, it will not be obvious, like the bottom in the chart of the DJIA. The housing “bottom” will become noticeable in the rear-view mirror, when you realize that prices have stopped falling. Oh please, and do not expect a sharp rebound. We will stay at the bottom for quite a while. How long will this bumpy ride be, as always, it is market-by-market. So hold on because we are going for a very long bumpy ride because we here in America are being squezzed like a lemon from China!!!

Fannie, Freddie slide as Bank of China pares stake in securities issued or guaranteed

NEW YORK (AP) -- Shares of Fannie Mae and Freddie Mac fell Friday, after the Bank of China said it reduced its portfolio of securities issued or guaranteed by the mortgage financiers by about 25 percent since the end of June.
